Functions and Responsibilities of the Department

 

  • Implementation of following activities on the territory of Georgia, including the Black Sea territorial waters, continental shelf and especially within the economic zone: 
  • Ensure organization and unhindered operation of standard and specialized (satellite, aerological, radiolocating, ozonometric, actinometric, glaciologic, avalanche, agrometeorologic, marine, aviation and etc) stationary hydrometeorological observation network (stations and posts);
  • Conducting of specialized hydrometeorological expedition works (establishing of reasons causing hydrometeorological natural disasters and the area impacted by them, participation of determination of the scope of adverse impact caused by such events, assessment of the volume of snow, accumulated in the mountainous and high mountainous zones and river basins, research of processes on glaciers, conducting of marine-oceanoogical observations);
  • Conducting of research and exploration of the coastal shelf;
  • Planning and design of marine infrastructure facilities within the limits of its competence;
  • Complex examination and description of natural conditions of relevant territories (landscapes);
  • Conducting of surveys and planning of preventive measures for the purpose of protection of river basins from adverse impact of natural hydrological occurrences, development of projects targeted towards mitigation of erosive-abrasion processes;
  • Technical support of hydrometeorological observation network, implementation of mounting, installation and maintenance works on measuring devices and equipment;
  • Regular methodic inspection of hydrometeorological observation network;
  • Collection of data from hydrometeorological observation network throughout the territory of Georgia and ensuring operational dissemination of data on national and international levels on 24/7 basis;
  • Ensure regular receiving, visualization, processing and analysis of meteorological data and synoptical products, received (in 24/7 regime) from the World Meteorological Organization global observation network and forecasting centers from different parts of the world;
  • Preparation and dissemination of short, medium and long terms weather and hydrological forecasts;
  • Preparation of warnings on expected hydrometeorological occurrences on the territory of Georgia and their timely provision to decisionmakers, stakeholders, interested natural and legal persons and media;
  • Entering and updating of data in hydrometeorological observation fund, transfer of data into electronic format, initial processing and quality assurance;
  • Systematization of multiannual initial hydrometeorological data sequences and formation of data bases, harmonized with the World Meteorological Organization;
  • Statistical processing of multiannual hydrometeorological data and their presentation in GIS format;
  • Preparation of climatic data directories, hydrological cadastres, hydrometeorological bulletins, overviews and other reference materials;
  • Examination of the dynamics of changes of hydrometeorological parameters on the territory of Georgia taking into consideration global climate change context;
  • Zoning of the territory of the country by frequency and intensiveness of hydrometeorological disasters;
  • Offering of specialized hydrometeorological information and information products, as well as different hydrometeorological services (organization of expeditions or stationary hydrometeorological observations, implementation of works related to installation and maintenance of hydrometeorological measuring devices) adjusted to the requirements of different sectors of economy (agriculture, energy, military, civil aviation, fleet, highways, railways, construction, tourism and etc) and interested natural and physical persons;
  • Conducting of hydrographic and topogeodesic planning and measurement activities;
  • Organizing and implementation of works related to active impact on adverse hydrometeorological events (avalanches, hail, drought, fog and etc);
  • Participation in assessment of risks of hydrometeorological hazards on the territory of Georgia;
  • Establishing of the need of resettlement of population from the zones of hydrometeorological disasters; determination and assessment of area of resettlement of ecological migrants;
  • Hydro and lithodynamic research of the Black Sea basin and forecasting of processes for the purpose of ensuring of sustainability of marine landscape;
  • Introduction of modern technologies in the hydrometeorological sphere;
  • Within the limits of its competence participation in international cooperation in the hydrometeorological sphere; Functions of the Fishery and the Black Sea Monitoring Service are:
  • Conducting of hydrobiological surveys of the Black Sea coastal line, coastal zone and inland water bodies. Elaboration of recommendations, proposals and preparation of methodological and materials related to fishing; establishing of the volume of fish resources within the water body block, to be auctioned;
  • Participation in approval of fishing quotas, submitted by the fishing license holders in accordance with requirements of the law;
  • Within the limits of its competence participation in consideration of management plans, elaborated in accordance with licenses on granting the right of use of the resources, as well as preparation of methodological materials, recommendations and proposals on issues related to fishing;
  • Promotion of sustainable fishing, elaboration of recommendations and measures promoting rational use of water resources;
  • Monitoring of wetlands, elaboration of proposals on conservation and rehabilitation of hydrobionts and water habitats;
  • Within the limits of its competence participation in international cooperation.
