Conducted training for agency specialists on law enforcement on environmental responsibility
A two-day training course was held for employees of the Environmental Damage Compensation Department of the National Environmental Agency on the international practice of applying the new legislation on environmental liability. The training was conducted by international expert Emmanuele Ferretti.
The participants of the training got acquainted with the experience of Italy in the field of environmental responsibility and methods for identifying and determining the remedial measures necessary to restore the damaged site to its original state.
On July 1, 2022, a new law on environmental responsibility, harmonized with the Euro directive, came into force in Georgia, which deals with environmental governance issues and is directly related to improving the system of environmental governance and law enforcement.
The law regulates legal relations related to the prevention, reduction, elimination and restoration of environmental damage. On the basis of this law, relevant by-laws were issued that determine the procedure for compiling an action plan to eliminate damage caused to the environment, the criteria for determining measures to compensate for environmental damage, as well as replacing measures to eliminate deficiencies to be implemented in an alternative territory.
In the process of implementing the provisions of the European Directive on "Environmental Responsibility", the support of international partners, the exchange of their best practices and experience is especially important. The new environmental liability system has introduced a completely new approach, which is based on the polluter pays principle and involves imposing obligations on the person that harms the environment, ”said the deputy head of the Maya National Environmental Agency. The training was organized with the support of the Ministry of Environmental Protection and Agriculture, within the framework of the project of the United States Agency for International Development (USAID) and the Caucasus Regional Environmental Center (REC CAUCASUS).
