Statement on state accounting of water use.
Environmental Assessment
Based on Article 41 of the Law of Georgia “On Water”, all water users operating within the territory of Georgia are obliged to maintain water use accounting in accordance with procedures established by Georgian legislation.
According to the Instruction on State Water Use Accounting approved on 25 January 2022 by the Board of the National Statistics Office of Georgia (Geostat), state water use accounting is mandatory for any water user—individual or legal entity—engaged in economic activities defined by Georgia’s national classification of economic activities, when such activities involve water withdrawal and/or discharge of wastewater, regardless of the type of water supply source or receiving water body.
State water use accounting is carried out using an official reporting form, which water users must complete annually after the end of the reporting year, no later than February 15, through the electronic system (https://emoe.gov.ge/) and submit to the National Environmental Agency. In cases of water use within the territories of the Autonomous Republics of Abkhazia and Adjara, reports are submitted to the relevant environmental protection authorities of those administrations.
The National Environmental Agency and the respective regional environmental authorities review and approve the submitted water use accounting forms no later than April 1.
